This request is related to the passage
of P.L. 104-208 which permits States to submit statutory waiver
proposals to the Department of Labor in order to overcome barriers
to implementing reforms to their workforce development systems.
Who: Governors may request statutory waivers from the Secretary of
Labor. What: Governors may request statutory or regulatory waiver
under the JTPA (titles I-III) and the W-P Act (sections 8-10).
When: After receipt of guidance. Where: By submitting requests to
the ETA regional offices. Why: To overcome statutory barriers which
prevent States from implementing....
