Abstract: P.L. 100-710 requires SECDOT to establish a nationwide vessel identification system (VIS) and centralize certain vessel documentation functions. VIS will provide participating States with access to State numbered vessel data. States will voluntarily provide the data; the boating public and law enforcement will be the primary beneficiaries.
