Pub. L. 100-710 requires SECDOT to establish a nationwide vessel identification system (VIS). VIS will provide participating States and Territories with access to state numbered vessel data. States and Territories will voluntarily provide the data. The boating public and law enforcement will be the primary beneficiaries.
