These standards apply to each
rotogravure printing line used to print or coat flexible vinyl or
urethane products and for which construction, modification, or
reconstruction commend after January 18, 1983. Volatile organic
compounds are the pollutants regulated under this subpart. The
standards restrict the use of inks of those with a weighted average
VOC content of less than 1.0 kilogram VOC per kilogram of ink
solids, unless the source can otherwise reduce emissions by 85
percent. Methods of emission control are solvent recovery devises,
thermal incinerators, or catalytic incinerators.
On behalf of this Federal agency, I certify that
