Terms of Clearance: The FCC has permission to delete the expiration date provided a version date is used. The FCC shall also encourage electronic filing. Finally, based on EDS comments, the FCC shall clearly state in the FCC 312 instructions that non-common carrier applicants for earth station licenses not subject to Section 310 foreign ownership limitations are not required to respond to those questions related to foreign ownership (including items 29- 34). The FCC shall also revise the PRA notice to specifically cite appropriate authorities under the Telecommunications Act for collecting this information and also the routine uses for this information. The FCC will also ensure that the draft FCC 312 is closely reviewed for errors prior to printing. The FCC has permission to use the Appendix C version of the Form 312 when it has adopted the appropriate rules.

Abstract: Rules and regulations have been adopted, eliminating redundancies and unnecessary requirements and streamlining and clarifying the licensing and application procedures for satellite space and earth stations. A consolidated FCC form 312 has been developed to incorporate all changes and clarifications and will be used by respondents seeking authority under part 25 of the Commission's rules.
