This collection
is approved as amended by ED's revisions of 6/11/97 and on the
following conditions. This collection is approved for one year to
allow ED additional time to determine what compliance with the
Principles of Effectiveness entails so that State data collections
can provide data on the extent to which their LEAs are implementing
research-based programs. In addition, ED shall consider including a
question on the extent to which LEAs are implementing
research-based programs. We also understand that ED is currently
developing a means to collect drug and violence prevalence data
directly from the CDC and we strongly encourage ED to implement
these efforts by the time of the next clearance.

Section 4117 of the Safe and Drug-Free
Schools and Communities Act (SDFSCA) requires State Chief Executive
Officers and State Educational Agencies (SEAs) to submit to the
Secretary on a triennial basis a report on the implementation and
outcomes of State, local, and Governors' SDFSCA programs. ED must
report to the President and Congress on a biennial basis regarding
the national impact of SDFSCA-assisted programs. The two
instruments, one for SEAs and one for Governor's programs, included
with this Paperwork Reduction Act submission, will be used by
States to submit the required data to ED.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
