addition, ED agrees to the following terms of clearance: 1) ED will
revise the instructions on the form to include an explanation of
the respondents' option to report triennially rather than annually.
2) In the next submission, ED will update OMB on the effort to have
LEAs and SEAs adopt standard definitions of incidents. Further ED
will explore possible strategies for using Uniform Crime Reporting
program data (UCR) as a possible source to validate LEA and SEA
reporting on incidents. 3) ED will, by the next submission, develop
software for SEA reporting so that SEAs with the appropriate
capability would have an electronic reporting option, unless ED
reports on why this is not feasible.

Section 4117 of the Safe and Drug-Free
Schools and Communities Act (SDFSCA) requires State chief executive
officers and State educational agencies (SEAs) to submit to the
Secretary on a triennial basis a report on the implementation and
outcomes of State, local, and Governors' SDFSCA programs. ED must
report to the President and Congress regarding the national impact
of SDFSCA programs. The two instruments, one for SEAs and one for
Governor's programs, included with this Paperwork Reduction Act
submission, will be used by States to submit the required data to
ED.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
