terms of clearance: 1. The PRA burden statement shall be disclosed
on each instru- ment of the information collection. 2. As stated on
page 13, appropriate payments to intermediaries providing services
to the study, and a health care book to parti- cipating patients,
are approved. 3. The power calculations submitted by the sponsor
are appro- priate for a randomized design; however, the increased
size of the control sample should provide useable comparisons
without randomization.

This study deals with several issues
of importance to HCFA regarding the recent proliferation of
telemedicine programs. The primary goal of this study is to develop
policy recommendations for Medicare concerning utilization review
and payment methods for telemedicine services. The major objective
is to evaluate the medical effectiveness and cost effectiveness of
three different categories of telemedicine services.
Recommendations regarding utilization will be in the form of
suggested utilization guidelines that would provide a mechanism for
assessing the appropriateness of telemedicine services....
