The annual Census is a voluntary data
collection that provides States and others with statistics on the
changes in the utilization of State and county mental hospitals by
age-gender-diagnosis. These data measure service utilization and
deinstitutionalization trends in the United States and in each
State.
On behalf of this Federal agency, I certify that
