Abstract: The attached MO&O on Recon affirms and clarifies the Commission's rules established in the First Report and Order implementing section 251(b)(2) of the Communications Act of 1934, as amended, which requires all LECs to offer number portability in accordance with requirements prescribed by the Commission. Performance guideline #4, prohibiting carrier's reliance on other carriers data bases, facilities, or services, is being deleted. QOR violates guideline #6. Limited extensions for deployment of Phase I and II are granted. Deployment is limited to request switches.
