The Notice of Lien will allow the State Child Support Enforcement (CSE) programs to administratively file liens in other States. This "information collection" is not new. Since 1984, all States have been required by Federal law (42 U.S.C. 666(a)(4)) to file liens to secure child support debts. However, this form allows the CSE agency in the initiating State, typically the State where the custodial parent and child reside, to file liens in other States (i.e., the State where the noncustodial parent resides or owns property).
