OMB and the FCC concur that the Posting of Requests for Services (Section 54.504(b)(1)) is not covered under this collection. OMB approves all of the remaining items in this collection. The FCC shall work to address the comments and concerns of the National Association of Independent Schools regarding certification of non-public school technology plans as required by Section 54.504(b)(2)(7) and seriously investigate the option of using the peer review process mentioned in NAIS letter of 9/18/97. The FCC should promulgate guidance that addresses and clarifies the process of approving technology plans and the implications on funding to ensure that the process is fair and open. The NAIS option of current plan review and service application processing should also be reviewed. OMB understands that Section 54.504(b)(1) will be covered under a separate collection.

Congress directed the Commission to implement a new set of universal service support mechanisms that are explicit and sufficient to advance the universal service principles enumerated in section 254 of the Telecommunications Act of 1996 (Act) and such other principles as the Commission believes are necessary and appropriate for the protection of the public interest, convenience, and necessity and are consistent with the Act. In the R&O, the Commission promulgates the rules and requirements to preserve and advance universal service. The collections are necessary to implement section 254.
