The Secretary of Agriculture is
required by law to "... collect such information as the Secretary
may require to administer sugar programs, including the quantity of
purchases of sugarcane, sugar beets, and sugar and production,
importation, distribution, and stock levels of sugar." Under these
circumstances, it is necessary for the Secretary to collect
comprehensive information on the activities of the principal
domestic participants in the U.S. sugar market.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
