In the proceeding, the Commission
adopts a regulatory scheme that is intended to maximize the amount
of programming containing closed captioning with appropriate
exemptions and reasonable timetables to take into account the
relevant technical and cost issues involved. This action is taken
pursuant to section 305 of the Telecommunications Act of 1996,
which added a new section 713 Video Programming Accessibility to
the Communications Act of 1934, as amended.
