In order to facilitate OMB review of any future requests for OMB approval of a field or pilot test where the data will not be used for the purposes of making policy decisions, but rather will be used to assess the overall quality of the information collection instruments (e.g., the comprehensibility of the questions and the comprehensiveness of the instrument): 1) ED should address its efforts to develop sampling methodologies whereby it minimizes burden and cost on the public while still meeting the objectives of the field or pilot test; 2) ED should outline in the supporting statement a substantive explanation of how the sample size chosen meets the dual objectives of minimizing cost and burden while providing an adequate assessment of the overall quality of the information collection instruments; 3) ED should factor in the relevant expected response rates when outlining the size of the sample being used.

The NCES will use the field test to assess data collection procedures and new questions that are planned for the next full-scale SASS in 1999-2000. Policymakers, researchers, and practitioners at the national, State, and local levels use SASS data. Respondents include public and private school principals, teachers, and school and LEA staff persons.
