Terms of Clearance: This information collection request is approved as amended by the September 30, 1998 note from David Bussard, EPA, subject to the following terms of clearance. OMB wishes to commend EPA for its efforts to account for the full burden of this collection. As soon as practicable, EPA should provide OMB with a more detailed accounting of the burden of the collection as revised since the Agency's original submission, including any corrections in the Agency's burden estimates if appropriate. Prior to its submission of this collection to OMB for renewal, EPA should undertake a general analysis of the burden and practical utility of the recordkeeping and reporting requirements under this collection with the intention of reducing burden on the regulated community, and before September 30, 2001, initiate rulemaking to revise these requirements as appropriate, based on the results of this analysis.

Abstract: Information collected under this ICR is needed to ensure that hazardous wastes are properly managed so that it does not pose a threat to human health and the environment. In addition, the information is collected to: (1) document hazardous waste pretransport practices; (2) document notification of appropriate parties when importing and exporting wastes; and (3) document the adequacy of personnel training, contingency plans, and emergency response procedures.
