The attached item addresses provisions
in the Telecommunications Act of 1996 that necessitate changes to
the rules for formal complaints filed against common carriers.
Information filed pursuant to 47 CFR 1.720 et seq., is provided
either with or in response to a formal complaint to determine
whether or not there has been a violation of the Communications Act
of 1934, as amended, or the Commission's Rules or Orders. Affected
respondents are complainants and potential defendant common
carriers.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
