Procedures for Formal Complaints

Sections 206 to 209 of the Communications Act of 1934, as amended, provides the statutory framework for the FCC's rules for resolving formal complaints filed against common carriers. In addition, Rules 20.12(e) and 64.6217(c) of the FCC's rules largely adopt the Section 208 formal complaint procedures for formal complaints against commercial mobile data service providers and programs certified under the National Deaf-Blind Equipment Distribution Program, respectively. The information submitted is used by the FCC to determine the sufficiency of complaints prior to opening a docketed adjudication. The accelerated docket process expedites the processing of certain complaints and may be requested by any formal complainant.
