Section 304(e) of the Goals 2000: Educate America Act authorizes the Secretary to award direct grants to LEAs in States that were not participating in Goals 2000 as of October 20, 1995, if the applicable SEA approves the LEAs' participation in Goals 2000 as of that date. Both the Oklahoma and Montana SEAs have approved LEA participation in this direct grant program. The Goals 2000 Act is designed to help States and communities develop and implement their own education reforms focused on challenging academic standards in order to increase student....
