submission will describe the obstacles and a time frame and

identifiers for higher ED institutions - - use of the OPE-ID in
lieu of the D-U-N-S.

Section 304(e) of the Goals 2000:
Educate America Act authorizes the Secretary to award direct grants
to LEAs in States that were not participating in Goals 2000 as of
October 20, 1995, if the applicable SEA approves the LEA's
participation in Goals 2000 as of that date. Both the Oklahoma and
Montana SEAs have approved LEA participation in this direct grant
