Aproved consistent with ED's memo to OMB of 3/13/98. In addition: (1) ED will immediately investigate ways of eliminating the requirement that institutions use the Title IV Wide Area Network (TIVWAN) in submitting the Fiscal Operations Report & Application to Participate (FISAP). Specifically, ED will develop and implement a pilot for the internet-based FISAP submission before the end of FY 98. Further, in the next submission of the FISAP, ED will anticipate a 100% electronic response rate and will eliminate the TIVWAN requirement; (2) Consistent with ED's work on the SFA Modernization Plan and forms redesign, ED will report to OMB on NSLDS. The report should contain: (a) an outline of the current uses and capabilities for NSLDS, (b) a description of ED's plans for expanding those uses and capabilities (e.g., will the future capabilities of NSLDS allow any streamlining to the FISAP?); (3) ED, in the next submission of this paperwork, will make any internal program adjustments necessary so that the D-U-N-S number can serve all the functions of the OPE ID number and Entity number. Thus, in subsequent submissions of this paperwork, ED will request the D-U-N-S number instead of the OPE ID and the Entity number; (4) In order to increase the utility of the information provided, ED will, in the next submission of this paperwork, revise the form at Part IV, Section A, Distribution of Program Recipients and Expenditures by Type of Student, in order to correct the current randomness of the interval sizes. The revision should be designed to minimize the amount of burden placed on institutions as a result of this change; (5) Consistent with the upcoming changes to the form and to the procedures for form submission, this approval request is given a 1 year clearance.

This application data will be used to compute the amount of funds needed by each institution during the 1999-2000 award year. The Fiscal Operations Report data will be used to assess program effectiveness, account for funds expended during the 1997-98 award year, and as part of the insitutional funding process.
