Information needed to assure high
sulfur off-highway diesel fuel (which EPA requires to be dyed)
remains segregated from highway diesel fuel which must meet certain
quality specifications. The dye requirement as a means to assure
segregation of diesel fuel would be meaningless but for the very
limited paperwork requirement regarding highway fuel that the IRS
requires to be dyed if it is sold to tax exempt entities.
