effectiveness of the Natural Gas Star program, EPA should be
careful to consider the degree to which Natural Gas Star partners
might have undertaken activities that would reduce emissions in the
absence of the Natural Gas Star program.

Natural Gas STAR is an EPA-sponsored,
voluntary program that encourages natural gas companies to adopt
cost effective methods for reducing methane emissions. The program
targets natural gas production, storage, transmission, and
distribution companies. Participation in the program begins with
the completion and submittal to EPA of a Memorandum of
Understanding (MOU) that outlines responsibilities of the Natural
Gas STAR partner & EPA. The MOU commits a Natural Gas STAR
partner to reviewing all of its gas-related operations in the U.S.
and considering a full set of options that reduce emissions,
increase profits and ....
