Terms of Clearance: Approved as amended by DOL's memos and revisions of 5/4/98 and 5/7/98. In addition DOL agrees to the following conditions: 1) DOL, to the maximum extent possible, will use all existing available program data, including postprogram follow-up data, to inform the process study; 2) In preparing the process study, DOL will explore the effects of welfare reform (including time limits) on CET participants; 3) Prior to publication of any CET impacts on criminal activity, DOL will provide OMB with an analysis on the reliability of self-reported data on encounters with the criminal justice system (Note: This analysis could entail an actual verification procedure for this data or an analysis of the Job Corps Evaluation's procedure to verify similar data.); 4) Prior to continuation of the process study, DOL will submit to OMB a summary of the data collection strategy as well as any available data collection instruments (e.g., interview protocals). Once submitted, OMB will assess whether this information collection activity is covered by the PRA and therefore must be submitted to OMB for formal review.

Abstract: The purpose of this data collection is to evaluate the CET model in the selected sites to assess whether the model can be replicated outside of San Jose and whether the replication sites have similarly positive employment impacts on out-of-school youth.
