integrate existing program data into the process study to the
maximum extent possible. (2) DOL will explore the effects of
welfare reform on CET participants. (3) Prior to the publication of
any CET impacts on criminal activity, DOL will provide OMB with
detailed analysis on the reliability of self-reported data on
encounters with the criminal justice system and (4) Given the
difficulties inherent in longitudinal follow-up DOL shall make
extra efforts to maintain high response rates and ensure data
quality.

surveys to youth randomly assigned under the Evaluation of CET
Replication Sites, an employment and training program for
disadvantaged youth.
