investigate whether a Privacy Act system of records is required to
cover some of the applicants and, if so, whether any exemptions to
access by the applicant apply. If any applicants would be covered
by the Privacy Act, an amended statement as to confidentiality
should be submitted to OMB for the record. In either case, Commerce
should submit a short discussion of its determination as to the
applicability of the Privacy Act to these records.

critical for the Nomination Evaluation Committee to determine
nomination eligibility and merit according to specified criteria
for the annual selection of the Nation's leading technological
innovators honored by the President of the United States. This
information is needed in order to comply with Public Law 96-480.

basis.
