Approved as
amended by and consistent with DOL's revision of 7/27/98 and memo
of 8/24/98. In addition, the following terms of clearance apply:
1)This approval is based on DOL representations to OMB that it is
DOL's intention to waive the requirement at 20 CFR 633.314
requiring quarterly reporting. Thus, prior to implementing
semi-annual reporting under this approval, DOL must take the
necessary steps so that such reporting complies with all related
regulatory provisions, 2) DOL will, by June of 1999, have developed
and implemented an information system which houses both participant
and financial data obtained from the instruments in this approval.
Further, this information system will allow DOL to produce a
standard package of reports from this data as well as allow DOL to
conduct ad hoc queries. DOL will submit to OMB the first of these
reports no later than 8/1999 and will continue to submit reports in
each August thereafter. 3) Consistent with the 8/24 memo, DOL will,
by the next submission of this package for clearance, have in place
a mechanism whereby 100% of the respondents will have the
opportunity to report the information covered under this approval
electronically. 4) Consistent with the time-frame for allowing the
Section 402 SPIR to make any necessary changes in light of the
recently enacted Workforce Investment Act, this approval expires
6/2000.

This request is for approval of a
reinstatement of the planning and reporting forms previously
approved and in use for the JTPA section 402 program which provides
employment and training services for migrant and seasonal
farmworkers. These forms are used to manage the national program
under section 402 and are the principal source of program plans and
performance data. They form the basis for the award of funds,
Federal oversight, and reports to Congress.
