collection is approved for three years. In the next submittal, FERC
should discuss what changes in the confidentiality of business
information are appropriate to promote competition within the
increasingly competitive wholesale market. In doing so, FERC should
consult with EIA and RUS to provide as consistent a treatment as
possible of the confidentiality of information across the wholesale
market.

Form 1-F is used by the Commission to
implement the statutory provisions of the Federal Power Act (FPA)
(16 U.S.C. 791a-825r). FERC form 1-F provides annual financial data
of public utilities. Under the FPA, the FERC may prescribe a system
of accounts for jurisdictional companies and, after notice and
hearing, may determine the accounts in which particular outlays and
receipts will be entered, charged, or credited.
