Section 54.703 requires all
telecommunications carriers providing interstate telecommunications
services, providers of interstate telecommunications that offer
services to others for a fee, and pay telephone providers to
contribute to universal service support mechanisms. Contributors
must file the Universal Service worksheet semiannually. The
Commission recently revised the worksheet to, among other things,
make explicit that contributors must report revenues derived from
presubscribed interexchange carrier charges. The information is
used to calculate contributions to universal support
mechanism.
