Approved as amended by and consistent with ED's memo to OMB of 10/9/98. In addition, ED agrees to the following terms of clearance: Prior to OMB approval of ED's request for a burden change so that ED can implement the 1999-2000 full scale, ED will report to OMb on the following: a) ED's plan for addressing the concerns/criticisms of NAEP outlined in the National Research Council's report, "Grading the Nation's Report Card. b) ED's timeline for expanding the topics currently covered by NAEP to topics such as US history, geography, foreign language, world history, and economics. c) The status of the OSERS initiative to use NAEP data to report on performance indicators in special education.

The National Assessment of Educational Progress is mandated by 1994 legislation. The surveys and assessments allow NAEP to describe the educational attainment of students in grades 4, 8, and 12. Each assessment is designed to obtain comprehensive data on the knowledge, skills, concepts, understandings, and attitudes possessed by American students. This assessment will cover the subjects of math, reading, and science. The field test contains new cognitive items and new and revised background questions to be field-tested in mathematics and science. Cognitive items only will be field tested in reading....
