The attached NPRM seeks comment on
whether the Commission should modify its rules to promote
competition in the deployment of advanced telecommunications
capabilities to all Americans. The NPRM tentatively concludes,
among other things, that incumbent LECs should be required to list
all equipment they use in their central offices and all equipment
approved for use in their central offices and an incumbent LEC
should submit a report indicating the available collocation space
to competitive LECs upon request. The information will be used to
facilitate deployment of advanced services.
On behalf of this Federal agency, I certify that
