Abstract: The MMS seeks through three pilot programs to evaluate the feasibility and cost-effectiveness of taking Federal oil and gas royalities as an "in-kind" share of production (RIK) rather than as a share of the value recognized from sale by the lessee royality payment. MMS willl monetize the royality production it takes and appropriately distribute the resulting revenues. The spreadsheets will electronically generate a form MMS-2014 reporting payments for RIK production by RIK purchasers. Lessees will not pay or report royalities on these volumes.
