The MMS seeks, through three pilot programs, to evaluate the feasibility and cost-effectiveness of taking Federal oil and gas royalties as an 'in-kind' share of production (RIK) rather than as a share of the value recognized from sale by the lessee (a royalty payment). MMS monetizes the royalty production it takes and appropriately distributes the resulting revenues. The spreadsheets electronically generate a form MMS-2014, reporting payments for RIK production by RIK purchasers. Lessees will not pay or report royalties on these volumes.
