Approved as amended by and consistent with DOL's memo to OMB of 11/23/98. In addition, DOL agrees to the following conditions: 1) As a part of DOL's initiative to validate self-reported crime data with administrative/penal records in the District of Columbia, DOL will make every effort not only to identify each obstacle/problem encountered, but to develop solutions to each obstacle/problem so that validation efforts may be replicable outside of the District of Columbia for this study and other DOL studies where self-reported crime data is at issue. 2) DOL will, prior to implementing these surveys, submit for OMB review the revised confidentiality language consistent with DOL's response 3i in the 11/23 memo. 3) Consistent with the 11/23 memo, DOL will send to OMB the proposed methodology and strategy for implementing the cost-benefit anlaysis as an addendum to this clearance package. 4) DOL will continue its efforts to consult with the Education Department on the development and implementation of this evaluation.

This information is necessary to estimate the direct impacts of the QOP Demonstration on high school promotion and graduation, academic achievement, post-secondary education and training, and avoidance of behaviors that can be barriers to becoming economically self-sufficient. Further, this information collection will allow for measurement of the impact of the program on factors that protect youth from problem behaviors. Respondents include students in the study sample--both treatment and control--and school administrators responsible for collecting and maintaining these students' school records.
