Abstract: The National Highway Traffic Safety Administration (NHTSA) is issuing a Notice of Proposed Rulemaking (attached justification) to install advanced air bags in future vehicles. A 4-year phase-in period ending in 2005 is proposed. During this phase-in period, manufacturers are required to report their annual production of vehicles with advanced air bags to NHTSA. This justification responds to that requirement.
