consistent with DOL's memos and revisions to OMB of 1/8/99,
1/26/99, 2/4/99, 2/10/99, and 2/11/99. In addition, the following
terms of clearance apply: 1) DOL will forward a final copy of the
WIA planning guidance to OMB for inclusion in this file. 2) In the
next submission of this package to OMB for clearance, DOL will make
any changes to the guidance necessitated by the final disposition
of the interim final regulations. 3) DOL will continue working with
interested Federal agencies to ensure a coordinated implementation
of the Workforce Investment Act.

The Workforce Investment Act of 1998
(Pub. L. 105-220) provides the framework for a network of State
workforce investment systems designed to meet the needs of the
Nation's businesses, job seekers, youth, and those who want to
further their careers. Title I requires that States develop 5-year
strategic plans for this system, which must also contain the
detailed plans required under the Wager-Peyser Act (29 U.S.C.
49g).
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
