We appreciate
the efforts the Department has made in reanalyzing the burden of
the DBE program in response to the action notice of 7/20/98. We
caution the Department on slow action to obtain final clearance of
revised information collection requirements before requesting the
public to comply with these requirements. We urge the Department to
work hard to simplify compliance, particularly in respect to the
goal setting requirments and in respect to smaller entites that may
have difficulty in complying. Burden revisions as of 9/30 have been
worked out with program staff and are being provided to the
Clearance office. Please ensure that these revised estimates are
fully understood and agreed upon so they can be easily updated as
the program develops._If further revisions are required, please
provide with a 83-c.
