Abstract: A proposed regulation affects owners or operators of charter or headboats fishing for Atlantic highly migratory species, Atlantic tunas vessels, and commercial shark or swordfish vessels. If these vessels have Federal permits for highly migratory species and they have been selected in writing by NMFS, the owners or operators must maintain and submit a fishing record logbook.
