While OMB
appreciates the need for emergency approvals in a number of cases,
including pilot programs, there is a legitimate concern about the
overly routine manner in which the agency has requested an almost
immediate review. The agency should endeavor to improve its
planning processes such that these curtailed review times are
unnecessary.

MMS seeks, through three pilot
programs, to evaluate the feasibility and cost-effectiveness of
taking Federal oil and gas royalties as an 'in-kind' share of
production (RIK) rather than as a share of the value recognized
from sale by the lessee (a royalty payment). MMS will monetize the
royalty production it takes and appropriately disribute the
resulting revenues. The electronic communications between operators
and purchasers of RIK will support efficient transfer of RIK from
the operators to the purchasers, resolve transportation issues,
& make adjustments to the amount delivered such that the amount
of RIK delivered meets
