Section 76.601(b) states that the operator of each cable system shall maintain at its local office a current listing of the cable television channels which that system delivers to its subscribers. Sections 76.601(c) and (d) require cable systems with over 1,000 subscribers to conduct semiannual proof of performance tests and triennial proof of performance tests for color testing. Section 76.601 also states that prior to additional testing, the local franchising authority shall notify the cable operator, who will then be allowed 30 days to come into compliance with signal quality problems that need....
