in order to develop a nationally representative sample 2) The
Agency's mechanism to identify the number of vehicles that must be
tested in each category 3) The Agency's mechanism to recognize
regional variation in vehicle performance, fuel blends, or other
regional factors 4) Response rates and the Agency's efforts to
improve response rates

vehicles.
