million to the industry -- reflecting the midrange of the FCC's
estimate of annual cost of $65K to $1.2 million for each of the
respondents. The FCC is encouraged to provide a reestimate of these
costs via a Correction Worksheet. The FCC can also submit a
Worksheet to document the potential filing reduction being
considered by the Commission.

Tier 1 local exchange carriers and
dominant interexchange carriers are required to submit an auditor's
attestation annually, demonstrating the application of the
Commission's cost allocation standards to their particular
operations. The annual independent audit requirement is imposed to
ensure that the carriers are properly implementing their cost
allocation manual. The independent audits serve as an important aid
in the Commission's monitoring program.
