In accordance
with 5 CFR 1320 the revision of the information collection is
approved. Upon renewal of the package, the agency shall clarify in
its justification statement whether the forms approved under
0563-0053 are submitted to RMA or whether other mechanisms are used
by RMA to collect the information required to properly administer
the program. RMA should also describe the information collection
process in sufficient detail to allow the reader to determine
whether insured parties submit information to insurance agents or
to RMA. For information submitted to insurance agents, RMA must
clarify whether agents transmit all information supplied or whether
RMA requires only specific portions of information.

The onion crop insurance provisions
propose to: 1) Modify stage guarantees and to provide reference to
stage guarantee percentage as shown in the special provisions; 2)
allow optional units by section or section equivalent if provided
for in the special provisions; 3) clarify the amount of production
to count when damaged production is sold after the insurance
provider has previously determined that the crop was 100 percent
damaged; and 4) limit prevented planting coverage to 45 percent of
the production guarantee for timely planted acreage.
