Terms of Clearance: Approved. OMB notes that this package was granted an emergency approval in January 1999. At that time it was approved with 28,560 burden hours. However, this estimate was wrong because it was based on the erroneous assumption that states would have to submit plans each year. With this approval, the burden hours have been adjusted downward appropriately.
