The generic
clearance for customer service focus groups and surveys is approved
on the following conditions: 1) PBGC will send a copy of each
collection to OMB for a ten day review prior to initiation of each
project. 2) It is our understanding that collections under this
generic clearance will not supplement regular instruments used to
assess compliance levels, costs, or resource commitments. 3) To the
extent practicable, surveys approved under this package will
collect statistically valid information. If burden exceeds the
amount approved, PBGC shall submit a revised paperwork package
through the normal PRA clearance process.

The PBGC wants to explore issues of
mutal concern (e.g., kind and quality of desired services) with its
major outside client groups. The areas of concern to the PBGC and
its client groups change over time, and it is important that the
PBGC have the ability to evaluate customer concerns quickly.
Accordingly, the PBGC is requesting that OMB extend "generic"
approval, for a 3-year period, of focus groups and surveys of the
PBGC's outside client groups.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
