Terms of Clearance: The FCC shall incorporate the changes agreed to in emails between Tim Fain (OMB) and Steven Rangel (FCC). Specific changes include question 34 being modified to reflect OMB's October 30, 1997 Race and Ethnicity guidance. OMB has reduced the burden estimated with this survey based on FCC's intention to reduce the sample size. The FCC shall ensure that the proper PRA and Privacy Act Notice, along with the OMB Control Number and expiration date, appear on the survey instrument and instructions. It is suggested that the FCC send a letter to each recipient, in advance of the survey, requesting their participation.

Abstract: To collect data on the legal foundation for FCC policies to promote competition and opportunities for small, minority, and women-owned businesses. The FCC is conducting three studies evaluating the sales and transfer of FCC wireless licenses, the sales and transfer of FCC broadcast licenses, and the impact of duopoly and multiple ownership rules and FCC policy. To gather this data, the FCC proposes to administer one consolidated survey to minority broadcast licensees and randomly selected wireless and non-minority broadcast licensees.
