This rule implements the Children's Online Privacy Protection Act (COPPA), title XIII of Public Law No. 105-277, 112 Stat. 2681 (Oct. 21, 1998), which prohibits unfair and deceptive acts and practices in collecting and using personally identifiable information from and about children on the Internet.
