The supporting
statement for this collection stated that the burden for this
collection increased due to more respondents. This fact however was
contradicted by the 83-I which cited a significant reduction in
burden. It appears that the discrepancy is caused by a drastically
different estimated burden per response. The collection for this
burden is recorded as 641 hours, consistent with previous
submissions. The agency may submit an 83-C with a more complete
explanation for the reduction in burden.

Participants in a distribution collect
