The Secretary of Agriculture is
authorized to make loans and loan deficiency payments available to
eligible producers on eligible cotton. Producers are required to
meet certain eligibility requirements to ensure the integrity of
the program so only eligible producers receive loans and
LDPs.
On behalf of this Federal agency, I certify that
