Regulations implementing the Federal
Plant Pest Act and the Federal Noxious Weed Act. Information
furnished on the application is used to determine if a permit or
compliance agreement should be authorized to allow movement of
plant pests or noxious weeds and what conditions will apply.
Previously, APHIS has not required a permit for the interstate
movement originating with the U.S. We believe we do not have
adequate protection against the spread of noxious weeds, therefore,
we are amending the regulations to require a permit for the
interstate movement of Federal noxious weeds.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
